Download templates and colour schemes

Feature Request

• I’ve read and understood the Contributing guidelines and have done my best effort to follow them.
• I’ve read and agree to the Code of Conduct.
• I’ve searched for any related issues and avoided creating a duplicate issue.

As an MVP users can download UI-kit starter. In future they can download individual page templates (Form page, Basic page etc.)

This would allow us to remove uikit-starter repository and create and maintain templates in chameleon.

This may or may not be related to chameleon, however it makes sense to start the conversation here.
