Maintenance page

As a site admin, I want a maintenance page that looks like the UI toolkit, so it looks consistent.

Acceptance criteria:

• It uses a very simple design, with as little on the page as possible

Depends on:

• Header v0.1 #5
• Footer #2

I'm going to suggest this can't be done until at least the rest of the regular framework of the site is complete.
