Single file version of Open Sans containing all 3 axes for weight, width and italic

Is it possible to have a true variable font for Open Sans contained in a single file instead of the current two set of files that need to tbe downloaded to support Regular and Italic?

It seems neither file contains the same number of glyphs. And these glyphs do not contain the same amount of points nor the same point types making the merger for 3rd parties difficult and time consuming. Thanks for any help on these issues
