google-cloud-java: let update workflow to auto-close existing open PR before creating one

Currently the workflow checks for open PR/branch and fails.
However, these PRs often are left unattended for days. For example, googleapis/google-cloud-java#13545 is closed after 2 weeks.

It's easier and smoother to have the workflow just close and create new ones.
