java: update librarian.yaml

Update librarian.yaml when generation_config.yaml updates for Java release prep is done.

• generation workflow PR updates googleapis commitish
• add new API path PRs adds configs

After release prep work that changes generation_config.yaml, run migrate . again to sync librarian.yaml with generation_config.yaml. Raise PR to update librarian.yaml.

after googleapis/google-cloud-java#13319, one more new library is expected to add via hermetic build.
Do this again after.

Update: made change googleapis/google-cloud-java#13372, to automate this and update librarian.yaml and generation_config.yaml at the same time.
