Subject: [PATCH] [core]: Delete unused field `EntryPoint::spec_constants`.

In `wgpu_core::validation`, delete the unused field
`EntryPoint::spec_constants` and its type `SpecializationConstant`.
There's not enough meat here to make it worth keeping around.
