Readme Updates for new developers #153

The current readme is a mix of how to build RCA on the mainframe and how to create a local development environment. The Readme should be divided between these two objectives.

For the local developer section, It would be good if a new developer to RCA could

  1. build RCA locally (this is probably mostly enabled by the current build script)
  2. choose access to meta data, either through having built the db and loaded with demo data, or downloading XML from perhaps the demo repo.
  3. run RCA locally with most of the RCA parameters enabled, (compare=Y, compare=N, XML input, Postgres input, etc.)
  4. we should consider if we want to enable the RCA portion of PETestFramework to be run locally (not the assemblers extract or format phases of PETestFramework). We should consider if there would be value in being able to do this locally?
  5. how to build RCA on windows for the mainframe platform (using mfbuild.sh and options for transferring to a MF).
  6. How to build RCA on the mainframe directly (This section would include most of the z/OS material in the readme today).
  7. Maintain the current link in the readme for how to run PETestFramework on the MF (this is currently in the PETestFramework Readme).
