feat: create an all tests passed job that coalesces the matrix tests

Once #40 is merged, we have dynamic naming for tests / what tests run. We need to ensure that all tests pass but github doesn't let you wildcard actions.

We need to create an action / step that marks this with all tests pass that we can check for.
