Overhead Token doesnt restrict particles

Expected Behavior

When a Tile is placed with Overhead Occlusion and restrict particles, then we would expect particles to not be shown if a token is selected that is below the Tile.

Current Behavior

When the token is not selected, particles are restricted.
When the token is selected, particles are not restricted.

Steps to Reproduce

Token not selected (but mouse hovered over the roof)
