Aghosts absorb puddles sometimes

### Description

Sometimes when an aghost flies over a puddle, the puddle shrinks. 

### Reproduction

1. Enter aghost
2. Fly over a puddle of a non-evaporating reagent
3. Observe puddle shrinkage

### Additional Context

My naive guess is that this has to do with footstep code.
