This seems to be for the comments page. But also a few others

Have improved this in multiple ways.

1. ship less comment related information to the client.

2. previously canCreate was being shipped per item and was completely pointless. Can create is per membership as the item doesn't exist yet

Should really check database comments fetching to see if it's larger than it needs to be
