As stated in the issue title, the license for the project is missing.
First, this work in its core part was funded by Nvidia. I will consult with the the management is it fine to give the BSD-2 license to the project (I do not expect there to be troubles, but the official resolution is required IMO).
IANAL, from my limited understanding, the individual headers are too trivial to be protected by the copyright. On the other hand, the collection forms non-trivial work that can and should be protected as the whole.
