Is it possible to run the workbench script for license scan on the submodules as well (if any present)?

Sorry we haven't responded here - this isn't a channel we check frequently for issues. We typically ask users to direct inquiries to our support portal at support.fossid.com. That said, I'll take a stab at your question. :)

You should be able to scan submodules if, in your CI script invoking the workbench agent, you clone your repo along with the submodules. With GitHub Actions, the checkout action provides such support!

If you are manually running git clone, use git clone --recurse-submodules <repository-url> to achieve that effect.

If you zip up your application, together with its submodules, then provide that as the path to the Workbench Agent, you can achieve your desired outcome. :)
