Ledger bootstrap still refers to `fluree.db.flake/new-flake` instead of `fluree.db.flake/create`

Ledger `main` branch build fails with:

```
Compiling fluree.db.server ...
Syntax error compiling at (fluree/db/ledger/bootstrap.clj:146:12).
No such var: flake/new-flake
```
