Is this font no longer in development?

I noticed it's been years since the last update, hope the developer is doing alright, it's a great font I wish to be expanded on and hope nothing serious hampered the development 🙏

You wish it to be expanded how? This is a font, not a software project. Fonts can be "finished" as in there is nowhere for them to go except new scripts (like Cyrillic which some people try to do). Both versions V1 and V2 (which are visually different) are successfully used by many many projects around the world.

If you have any concrete details like which characters are missing or which kerning pairs don't work then please make an issue but this comment just seems rude.

I'm asking because there were goals for a V3 but seemingly no further development occurred, as the developer stated there would be things like Mono axis but no news of what happened later

I don't think that will happen. Space Mono is original project from Colophon - different foundry which is really not involved with Space Mono anymore. I don't think the font sources were even published.
The Space Grotesk V1 was was mainly inspired and started from the Space Mono .ttf files. So it was it's own thing from the start. Then Google Fonts came and wanted V2 to align more with Space Mono. So the fonts are visually compatible but don't come from same base project (as the V1 shifted and became it's own thing in process).
Having Space Mono + Space Grotesk variable version would essentially require someone to merge these two projects and adapt the one or the other (huge amount of work to do correctly).
Google Fonts might have had that in mind for the future and if they were involved there would be chance for that. But Google Fonts seems no longer be very involved in font creation/development process of new releases and they just focus on publishing open-source fonts published online.
