Implementation of additional base_distributions for normalizing flow is desirable

Currently only the standard normal distribution is available as base distribution for the normalizing flow, used in the "deep_prior" method.
In future it would be desirable to have alternative base distributions available.
The curernt implementation of base distributions can be found in elicit.network.py
