release: v26.02.03 — CI/CD overhaul and version bump

- Standardize CI workflows (secrets:inherit, permissions, main branch trigger)
- Fix shared workflows (multi-module 409, Maven Central validation, concurrency)
- Redesign DAG orchestrator for layer-aware sequential dispatch
- Add Maven Central metadata (name/description) to pom.xml files
- Fix waitUntil: uploaded → published for Maven Central
- Bump version from 26.02.02 to 26.02.03
