Create calibnet test plan

We want to plan integration tests to run on the calibration testnet that might notice problems so they can be fixed before the mainnet upgrade.

@wjmelements @rvagg @rjan90 if you could take a quick look at Section 3 and tell me if this is the kind of input you need for Calibnet scenarios and parameters that would be super helpful.

We have a mechanism to test that the new constant took effect on the network but this subtle change detail will need to be measured on calibnet, we should be able to see the reward delta fairly clearly here and it should be calculable with the new baseline constant. Details in that design doc about how to calculate it and I'm going to note this in the FIP update.
