Pass through OpenTelemetry messages from apps to Prometheus service

Pass through app OpenTelemetry traces, logs, errors, and metrics to our Prometheus service. This may need help from @mapsacosta to integrate with the backend.

Describe the solution you'd like
A generic message pass through to the OpenTelemetry gRPC interface in Prometheus.

Describe alternatives you've considered
Without this we can log locally in the browser, but centralized logging is the future.

I was looking through documentation for the async-graphql crate and happened to notice it directly supports the OpenTelemetry crate! So we may get this feature for nearly free!

Let me finish fixing the settings bug and then I can take a look at this.
