There is a configuration option for ELNBuildSync that is used to tell it to stop processing builds (and refuse to receive them from the AMQP queue). This is used during events like Fedora Branching.
Currently, it appears that the periodic cleanup task that is responsible for "catching up" on any builds that are missed for any reason is not respecting the "pause" feature and will still trigger builds during that time.
