Reconcile package lists in image-builder

There are noticeable differences in package lists between the kiwi configs we were previously using to build ELN images, and the image-builder configs we are now using. Generally, we should aim for parity with RHEL (taking any newer changes into account of course, e.g. dnf5), but perhaps there are some things that make sense to add to RHEL's images too.

First off, the WSL images appear to be missing glibc-langpack-en, as discussed towards the end of #531.

We've also previously discussed the firmware package selections in the various cloud images.

Also, the Content Resolver configs should be updated accordingly, and only list those packages explicitly installed, not dependencies.
