I would love to start charging my car when the battery is > 40% and I have solar but I don't want to ramp up to full power, like it does now, I just want it to stay at a lower rate, like 6A until batteries go over 75-80% and then I want the charger to start full blast..

evcc already has two home-battery-aware settings for PV charging (core/site.go, exposed as prioritySoc/bufferSoc in the UI battery settings):

• Battery priority Soc: below this level, excess PV goes to the home battery first instead of the car.
• Battery buffer Soc: above this level, the home battery may additionally be discharged to support car charging.

Neither of these does exactly what you're asking for though: a fixed low charging current (e.g. 6A) while the home battery is below a threshold, then switching to full PV-ramping once it crosses that threshold. That would need a new charging behavior/mode rather than reusing the existing priority/buffer knobs, so it's a genuine enhancement request, not something misconfigured today.
