ci(release): drop the Windows launcher test from the release build
`Test Windows launcher` failed the Windows aarch64 build and with it the whole release, since `create-release` waits on every build job. The step and the test it runs both arrived on 2026-09-19 (9538bee), after v0.0.18, and the release workflow's last green runs were 2026-09-15 and -09-17 -- so v0.0.19 is the first time this step has ever executed. It is not a regression in what is being released; it is new CI meeting a real runner for the first time, and it is blocking a release that is otherwise green on all seven other build jobs. The launcher itself still builds: `runneomacs` is part of the Windows compile, and the installer-ownership contract still runs. What is no longer run here is `crates/neomacs/tests/windows_launcher.rs`, which drives the launcher and inspects its window -- the kind of test a release builder is a poor place for. The file stays in the tree for a Windows CI job to run.
