We have a known (but undocumented) problem that urgently needs to be fixed where the compiler does not correctly modify the runtimeBytecode field. Please see ethereum-optimism/solidity#17 for an attempt to fix this issue. We're hoping to have this fixed ASAP. It's not necessarily breaking because it only impacts the runtimeBytecode field and not the actual bytecode field that gets deployed, but it causes headaches like this. The code you see in make-dump.ts fixes the issue manually. But yeah, we just need to fix this in the compiler.
