Attribution drafts: 10 PARTIAL heads await the graded-evidence policy (roadmap H4.4) #2

Carried over from PR #1 (feat/finish-goals). The verified-findings sweep produced a clean CLEAR/PARTIAL split:

  • CLEAR (applied): C.KGm.Acc.All (Allgaier) — applied on main 2026-07-29 under GO, see docs/allgaier-clear-dry-run.md.
  • PARTIAL (this issue): 10 heads with credible but non-reference-grade (web-only) sources: B.Fre.Win, B.Fre.Mac, B.Fre.Bur, C.Sco.Gor, C.KGm.Acc.Kie, D.QGD.Lsk, D.QGD.Rag, D.QGD.Har, E.KID.Sml, E.Nim.Sml. Manifest: docs/drafts/attribution-partial.manifest.json on branch feat/finish-goals (tip 9b2304c). Rejected by --strict by design.

Unblock path (docs/traction-roadmap.md, H4.4): publish PARTIAL with an explicit evidence_grade (verified / attested / traditional / disputed); --strict becomes a grade-integrity gate instead of a suppression gate; structured source sidecar. When that lands, this manifest graduates through dry-run + GO like any lot.

The branch is kept alive to preserve the draft files; do not delete it while this issue is open.

Context: the Winawer head was previously graded CLEAR on a hallucinated citation, caught in review and publicly downgraded (docs/drafts/README.md on the branch) — the PARTIAL grades here are the honest state.
