Download Date Range Time Zone

Date Range title should be suffixed with (UTC -8 hours), like the Dashboard has.

This is difficult if the page has datastreams from multiple stations. It currently supports this, tho not utilized right now.

There is only one timestamp column in the download file. It has to have one specific timezone to function, no matter the stations. That is the timezone that should be displayed up top. This isn't simple with multiple station locations.
I proposed two phase implementation: phase I: if all stations have the same time zone, use it. If not, UTC.
phase II: if majority stations have one timezone, use it (requires conversion for the other station datastreams). If no majority, use UTC.

Let's discuss this outside of GitHub. I actually thought it was quite easy. The time in the download is already in standard/local station time so the data looks right. E.g. if I choose air temp from multiple stations it's the right time of day across the board. What breaks things is adding the offset on the page. The time the file isn't really a timezone. But rather a standardized time that all stations use. 8 PM is 8 PM local time for ALL stations.
