UI Improvements before publishing

Description

1. Rearrange the plots in the models page: first NPI model, then GLEAM and the last one R estimates
2. Show the text (in a frame) under the country name or next to eat. The text should be configurable (it will be defined somewhere in google drive).
3. For NPI model show predictions only for 4 weeks ahead
4. Do not show deaths if the number of deaths is less than 100 in the last month.

Point 1 and Point 2 will apply to all channels.
Point 3 and Point 4 applies only for production.
