Quick app 2.0 with switched on Files tools can not perform actions with pdf Context files from Organization or Shared with me

What steps will reproduce the bug?

1. open My Workspace
2. click on Add app /Quick app 2.0 button
3. input app's name and click Next
4. switch on File tools toggle in Context&Tools section
5. attach .pdf file to Context files field from Organzation tab ( or Shared with me)
6. type "copy file from Context files to app directory" in message input and send it

What is the expected behavior?

app should copy file to application workspace and send info about successaction in response

What do you see instead?

in response : "The backend tool is failing when I try to copy file_name.pdf from the context location into the application workspace (the internal_file_copy operation errors out), so I can’t complete the copy from my side right now."
