referenceData: lacks Dataset, has incomplete Turtle

relicapgrid\Instance\referenceData\Grid, relicapgrid\Instance\referenceData\NetworkCode instance files:

• They don't have a dcat:Dataset, so one cannot tell to which named graph they should go
• In addition to cimxml folders, they have ttl. Please publish a Makefile how to derive them
• NetworkCode has 2 cimxml that are not present as ttl:
  Activity_CGM-PV.xml, Model_CGM-MO.xml

Activity_CGM-PV.xml and Model_CGM-MO.xml work in progress example to deal with provenance. We will remove them from the branch and re-introduce them as part of Provenance profile.
