Track: post-v1 independent validation and adoption (v1_independent_validation_20260714)

Complements controlled-fork adoption tracking in #23.

Objective

Obtain independently controlled implementations and reproducible conformance results to measure post-v1 interoperability beyond maintainer-owned repositories. This programme is non-blocking for v1 and must not relabel controlled forks, upstream silence, or agent rehearsals as independent evidence.

Acceptance

• Independence policy rejects self-owned forks, self-generated oracles, unacknowledged issues, papers, and downloads as adoption proof.
• A clean implementer kit and deterministic evidence verifier are published.
• At least three maintained consumers span two domain classes.
• At least one qualifying implementation is outside maintainer-controlled repositories.
• Public claims resolve to durable external evidence.

These unchecked items are post-v1 ecosystem-maturity targets, not release prerequisites.

Local spec and plan are authoritative.

• Uses published release artifacts when available.
• Complements but does not block Track: qualify and release RaC Conformance v1.0 (v1_release_20260714) #46 or controlled-fork adoption work in Track: External adoption completion (external_adoption_20260711) #23.
