Own the programme-level workspace doctor, remote-identity lock, cross-repository contract links, duplicate-aware issue graph, and independent fixtures. FOI-O consumes pinned outputs and does not own capture, archival, or legal interpretation.

Human gates: no sibling-repository mutation, live capture, profile promotion, or publication without the relevant owner approval.

2026-07-21 implementation evidence: read-only workspace doctor re-audited exact remote identities, detected and recorded the duplicate foi-o-wiring clone without modifying or deleting it, and reconciled all 14 programme workstreams to Project #29 and local Conductor exports. Cross-repository mutation and live capture remain gated.
