As a team member, I want to annotate the COP with notes, areas, and decisions so that operational context is captured alongside the data.
Acceptance criteria
- User can add point, line, polygon, and text annotations.
- Notes can link to selected cells, assets, or analysis results.
- Annotations include author and timestamp.
- Annotations can be shown or hidden as a layer.
