Machine-exec does not work for ubi-based images

Describe the bug

It's not possible to use machine-exec for workspaces that use ubi-based images as tools container:

• Terminal extension can not start
• Devfile Commands extension can not start
• the idling service does not work

The cause of the problem is:

• build of the machine-exec is based on the alpine image
• static mode was switched to the dynamic one
• so - currently machine-exec depends on libraries that are absent in the ubi-based images

Steps to reproduce

1. I added 7.111 version of the machine-exec for the Che-Code editor on the dockerfile level
2. Started a workspace that uses a ubi-based image as a tools container

Expected behavior

Machine-exec works for workspaces that use ubi-based images as tools container
