two build issues

1. The build will resolve stuff out of ~/.m2/repository/p2, which it never cleans up.
2. ant dist sdk eclipse does not work unless you have at least once first published the SDK from the SDK build.

These are both actually pretty nasty problems.

FTR, 1. causes problems on Jenkins, because it puts new artifacts in the repo every night without ever removing old nightly builds.
