Add capability to allow uploading of enrol methods so user doesn't have to be full admin

Hi, firstly great plugin! Thank you!

We would like it so that the user doing the uploads of the enrolment methods to not have to be a full admin. Would it be possible to have a capability that we could assign to a role to permit this?

This is a bit complicated to implement properly, because there are some significant permissions issues that need to be checked when an ordinary teacher role has rights to import the methods. I probably won't fix this.
