Otherwise all questions will be duplicated if someone duplicates a quiz.

The questions are duplicating since the unscheduled minor release in March and all qtype plugins need this fix to prevent that.

I have just run mod_quiz\backup\repeated_restore_test on Moodle 4.5 with this plugin installed. The tests all pass which suggests that there is no further work required, the deduplication process appears to be working correctly. However, there is implementation of convert_backup_to_questiondata in qtype_multichoice to cover the case where a backup has no options set, to fill them in with defaults. It is probably worth adding the same to this plugin to be on the safe side.
