Add support for Python 3.14

In #1296 we tried to both drop 3.11 and upgrade 3.14, but we (myself and @jhkennedy) couldn't get 3.14 to build. We tried a few dependency changes, and upping lower bounds would sometimes help, but we shouldn't have to bump the lower bounds to adopt a new version of Python. The resolver should solve those problems. I moved on and rescoped #1296 to just drop 3.11 because I was at a hackathon and didn't have the time :)

@jhkennedy did you learn anything that isn't already included in this issue?

@mfisher87 I tried building the package with python 3.14 and it builds fine alongside tests working well (both unit and integration).

Wonderful. I don't remember the details of this (@jhkennedy did most of the investigation at the time so he may remember more), but I imagine it was caused by many packages being behind on wheels for 3.14. Are you interested in opening a PR for this?
