Extending GitHub Bot scope

I propose some enhancements and discussion points regarding issue #1778:

1. Suggestion of new functionalities

• Adding some tag exempt from becoming stale, ensuring specific issues remain open indefinitely. This feature would prove beneficial for long-standing challenges or issues requiring prolonged tracking. I propose using one of the following tags, ranked according to my own preference: archived, historical, and reference.
• Extend the bot's capabilities to close inactive discussions. (EDIT: GitHub Actions currently doesn't have built-in support for managing discussions like it does for issues and pull requests, so this would require some extra coding)

2. Discussion of time periods

Let's deliberate on the optimal time periods to consider issues, PRs, and discussions as stale, and subsequently, determine when they should be closed.

Update: No discussions or PRs are being automatically closed, only issues. And the decided period for them is 15+15 (15 days before becoming stale and 15 days to be closed after being stale).

There is only one point to discuss:
