Why overwrite opcache.preload_user in the Dockerfile instead of doing it directly in the 20-app.prod.ini?

Hello @dunglas. I wonder why, for the production environment, we overwrite the opcache.preload_user directive value from root to www-data in the Dockerfile instead of providing the value directly in the 20-app.prod.ini.
