Subject: [PATCH 1/2] Add GitHub Actions workflow to build the mod on every
 commit

Builds with JDK 21 (Gradle 9.7 + Loom/Ploceus need it; javac still
targets 17) on every push, pull request, and manual dispatch, and
uploads the remapped 1.8.9 jars as run artifacts.
