[Feature Request] Placefile Improvements

1. The ability to rename the Placefiles - sometimes the name that comes from the link is not a good name.

2. A panel in the Radar toolbox that allows for quickly toggling on and off place files I would recommend adding a new option (Q) that when checked puts it in the quick panel in the toolbox that way it can be set to only frequently used placefile layers.

3. Being able to resize placefile icons on a per placefile basis, sometimes certain icons come too small, sometimes they are enormous. It would be nice to adjust manually so they can be less distracting OR pull attention if they are important markers.
