We should make it very easy to install our metrics stack (grafana, prometheus, otel sidecar) for a new user. This could be part of the helm chart installation, or a flag we could add somewhere. Ideally this should make it so people could get from nothing to viewing metrics on a dashboard with very minimal work.

Also, could be aware of existing installations. e.g. if Prometheus is already installed, add the dashboard.

Plan should include tracing considerations as well as Azure monitor.
