[Multica] Evaluate Multica as issue tracker and agent orchestration platform #584

Goal

Evaluate Multica as a replacement for GitHub Issues (berean-bible-bots) and Linear (BTP/Mark). berean-bible-bots is the designated test vehicle. Produce a recommendation: adopt, defer, or reject.

Background

  • David currently uses GitHub Issues for berean-bible-bots.
  • Mark uses Linear for BTP projects (including bedrock-chat and law-hipaa-deployment).
  • Both David and Mark want a unified platform for agent orchestration AND issue tracking.
  • Multica appears to have both built in. This issue tracks the evaluation.

Evaluation Criteria

Issue Tracking

  • Does Multica support P1–P4 priority levels (matching Foundry's issue-triage-standard)?
  • Does it support Timing buckets (Now / This month / This quarter / Later / Someday)?
  • Can existing GitHub issues be imported?
  • Does it support label groups / milestones / cycles?
  • Can external users report issues (like GitHub Issues allows)?
  • What is the GitHub integration story?

Agent Orchestration

  • Can Multica dispatch tasks to AI agents (Claude Code, Codex, etc.)?
  • Does it support multi-step workflows / pipelines?
  • Can it be driven via CLI or API (so Claude can interact with it programmatically)?
  • How does it handle session continuity across context resets?
  • Does it support parallel agent fan-out?

Migration

  • What is the effort to replicate ~570+ GitHub issues into Multica?
  • What is the effort to migrate Mark's Linear issues into Multica?
  • Is there a Linear export → Multica import path?

Integration

  • Can Multica sync bidirectionally with GitHub Issues?
  • Can it trigger GitHub Actions on issue state changes?
