ci(agent): settle SUI and USDC treasuries via matrix (serial, one signer)

The cron only settled the SUI treasury, so USDC-treasury rules never auto-settled.
Run a matrix over both treasury ids; max-parallel 1 since a single signer key funds
all settlements and parallel txs would contend for the same gas coin.
