Initial message should be agent mail?

The initial prompt we send to a worker uses a different mechanism than all other comms. Why don't we spawn the worker and then send it agent mail?
I've had multiple rounds of agents who just sit around waiting for something to do b/c they didn't get that initial message somehow.

here's my attempt at solving this problem. I was curious to learn if the current behavior is expected for some reason I overlooked. Couldn't stand it any longer for local dev though.
