Add a recipe for enabling Pantheon Advanced Page Cache. It does not need to be installed on local environments but it should be enabled in most if not all Pantheon environments. Also see this issue for dealing with sites that chronically exceed the maximum 25000 byte header size https://www.drupal.org/project/pantheon_advanced_page_cache/issues/2973861. Sample the commentary to see if there's a way we can include some form of mitigation.
