`test_no_changes_were_made_message` is flaky

A test for the POI category formtest_no_changes_were_made_message often fails even when it's not affected by the changes in PR.

• It does not fails always, often only after n-th (n > 2) commit
• When rebased after an update in the develop branch, it often passes again

This likely might have been fixed by: #3950. If the failure does not show anymore in the pipeline for the next few weeks, this should be closed
