The chat API should support files attached files to articles. This feature already existed and could be re-enabled by rebasing the removed code. 3 specific functions must be supported:

list attached files to articles for the app Show & download attached files #428
allow the app to download attached files Show & download attached files #428
allow the app to upload new files Support sending files #427
