Set tier for custom provider.

We have 4 tiers, but for custome provider, we could not set it to any tier.

@manchairwang -- confirmed, and it is a real gap rather than a hidden setting. Built-in providers carry their tier through the registry under open-sse/config/providers/registry/, but custom providers never flow through that path, so there is nowhere for the tier to live on the record today.

Opened #7818 to track it. The work is in three parts: a column on the stored custom-provider record (migration under src/lib/db/migrations/, accessed through a src/lib/db/ domain module), the field on the custom-provider form in the dashboard, and an audit of the tier consumers in src/domain/ so they behave sensibly now that a custom provider can have a tier where it previously had none.

No workaround in the meantime -- custom providers are simply tier-less right now.

Confirming, @manchairwang: this is in (#7838). Open a connection's Edit dialog and look under the advanced settings for the tier selector. It works on custom providers as well as built-in ones. It offers three tiers (free / cheap / premium). Closing as resolved.
