API: no proper error when attempting to add wifi profile when it already reached the max limit

Describe the bug
AMT device can only contain 8 wifi profiles at the same time, but console only response 500 internal server error when attempting to add the 9th profile

To Reproduce
Steps to reproduce the behavior:

1. make sure the device has 8 wifi profiles
2. attempt to add another wifi profile via API

Expected behavior
API should return proper error rather than 500 internal server error
